Upon completing exercises in planning as outlined in Unlocking Our Urban Futures: A Practical Toolkit for Infrastructure Planning, the process then translated insights into action through the development of policy action plans that mobilized vision statements, followed by a policy scan to identify appropriate windows of opportunity to advance change.
